The Office of the Provincial Social Welfare and Development, abbreviated as OPSWD, is one of the executive departments of Bohol Provincial Government, responsible on the delivery of social welfare and development services and shall guarantee for the social protection on the welfare rights of Boholanos and to promote social development.
The passage of Republic Act 7160 or the Local Government Code of 1991 provided an enabling environment within which to pursue an empowering development agenda and changed the institutional arrangements in the delivery of government’s basic social services from national government agencies to local government units.
Among the social services and facilities that local government should provide, as stipulated in Section 17 of the Local Government Code, are social welfare services, which include programs and projects for women, children, elderly, and persons with disabilities, as well as vagrants, beggars, street children, juvenile delinquents, and victims of drug abuse;
Executive Order (EO) No. 503, series of 1992 called for the transfer of personnel and assets, liabilities and records of NGAs whose functions are to be devolved to the local government units wherein DSWD is one of the three national government agencies.
DSWD Department Order No. 5, series of 1992 effected the devolution of DSWD basic services to local government units that include the transfer of personnel, assets and liabilities as stipulated by EO 503, series of 1992.
In October 1, 1992, eight (8) DSWD personnel were devolved to the Provincial Government of Bohol to include, a Social Welfare Officer V, three (3) Social Welfare Assistants, Statistical Aide, Driver, Utility Worker, and a Security Guard including the transfer of funds, office building, and its equipment to the Provincial Government.
In 1993, the Office of the Provincial Social Welfare and Development (OPSWD) was created into a department out of the implementation of the Local Government Code of 1991, being one of the mandatory positions for the Provincial Government. The provincial government department head of the Office of the Provincial Social Welfare and Development is the Provincial Social Welfare and Development Officer (PSWDO).
In March 2002, the Office of the Provincial Social Welfare and Development expanded its services for the abused women and children through the establishment of Bohol Crisis Intervention Center (BCIC) in partnership with Feed the Children Philippines wherein comprehensive and integrated psychosocial rehabilitation services are provided. BCIC was solely managed by the Provincial Government Office thru the Office of the Provincial Social Welfare and Development in June 2007.
In 2004-2008, the Provincial Government of Bohol thru Office of the Provincial Social Welfare and Development partnered with Breaking Barriers for Children (BBC) and Kapisanan ng Maykapansanan sa Pilipinas Inc. (KAMPI) and set up a Stimulation and Therapeutic Activity Center (STACenter) where services of social worker, occupational therapist, physical therapist, special education teacher, physiatrist, pedia-neurologist, and otolaryngologist (EENT) can be availed for free by children with disabilities. The STACenter was institutionalized in 2009 which is now solely run and managed by the Provincial Government Office thru the Office of the Provincial Social Welfare and Development.
